§ 12-4. Exclusions of purchase from formal public bids.
To the extent allowed by Louisiana law and in those cases where the library can purchase books, magazines, periodicals, other similar copyrighted, materials, prerecorded video and audio materials, artworks, ebooks, data base access, online services, or other specialized formats for library resources, the Tangipahoa Parish Library Board of Control is hereby authorized and encouraged to seek out the best prices for the materials, specifically including but not limited to the use of internet online purchases. Depending on the costs of these purchases, the Tangipahoa Parish Library Board of Control may be exempt from the use of public bid laws under state law. Furthermore, to the extent that there are available books, magazines, periodicals, other similar copyrighted materials, prerecorded video and these materials, ebooks, data base access, online services, artworks, or other specialized formats for library resources that have been let for state bid, the Tangipahoa Parish Library Board of Control is authorized and encouraged to piggy back onto the state's bids to obtain these available library books and materials at the best prices available.
