§ 18-28. Unauthorized collection and/or disposal.

(a)

It shall be unlawful for any person who has not been granted a franchise by the parish through its parish council to engage in the commercial collection and/or disposal of garbage and trash from residential units within the unincorporated area of the parish.

(b)

Whoever violates this section shall be punished as provided by section 1-13 of this Code.

(c)

Each illegal collection and/or disposal of garbage and trash from a residential unit shall constitute a separate offense.

(d)

Every person who directs his employees or agents to collect and/or dispose of garbage in violation of this section shall also be in violation of this section but in no way does this exculpate the employee, who is also in violation.
