§ 19-159. Board of commissioners.

(a)

The parish council shall ex officio constitute the board of commissioners of consolidated gravity drainage district no. 1 of the parish. Each of the members shall take the oath of office required by the constitution of the state.

(b)

The board of commissioners shall be the governing authority of consolidated gravity drainage district no. 1 and shall have the power to open all natural drains in the district, to cut and open new drains, to improve and repair and open existing drains and such other work of drainage as it may deem necessary. It shall have full power and authority to enter into contracts for the construction of drainage works, or it may construct such drainage works under its own supervision, or with the aid and assistance of any governmental or state agency. Further, it shall have full power and authority to do any and all things necessary and incidental to the carrying out of the purposes of the district.
