Article II. OPERATION |
§ 22-28. Compliance.
(a)
It shall be the duty of persons owning, operating or having in charge or under their control or custody any vehicle including a bicycle or motorcycle, upon the streets, highways and roads of the parish, and of all pedestrians, to observe and conform to the provisions, rules and regulations of the state highway regulatory act as supplemented by the provisions of this article and any other ordinance of the parish council providing with respect thereto and they are subject to the penalties imposed by this article if they do not observe and comply with such rules and regulations.
(b)
It shall be unlawful to operate any vehicle on any public way in the parish which does not fully comply with all of the requirements of the state highway regulatory act pertaining to lights, brakes, other equipment, safety devices, inspection, construction or maintenance.
