§ 23-39. Private business of accepting and treating domestic sewer.
(a)
Any facility located within the parish designed to accept and treat domestic sewer must obtain all necessary permits as required by the State of Louisiana.
(b)
Persons wishing to engage in the acceptance and treatment of sewer within the parish after November 1, 2006 must notify the parish of their intent to engage in this type of business prior to the acceptance of said material.
(c)
Any facility located within the parish and in operation prior to November 1, 2006 must comply with subsection (a) thru (f).
(d)
Persons responsible for the ownership of sewer treatment facilities located within the parish must provide to the parish a copy of any and all state approved permits to be kept on file.
(e)
Persons responsible for the operation of sewer treatment facilities within the parish must provide to the parish a detailed map depicting the direction of flow of any and all water discharge leaving the facility. A written description detailing discharge flow must be provided explaining any and all path(s) taken until said discharge reaches any lake or municipal treatment system.
(f)
Persons responsible for the operation of any sewer treatment facility located within the parish must allow an authorized parish representative access to said facility to conduct site inspections. Authorized parish representative must have access to any and all site records kept on file as required by state permits. Authorized parish representative shall be determined by the parish president or his designated representative.
