Each well permitted pursuant to this article shall be equipped, at the sole expense
to the user or well owner, with a metering device to permit an accurate determination
of the rate of production. The parish engineer must approve all such metering devices
and the well user and well owner shall provide such records and reports on production
as the parish council may require from time to time pursuant to this article. The
parish engineer or his/her authorized designee or his/her authorized representative
shall be authorized to enter the lands upon which the well and metering device is
situated, at reasonable times and under reasonable conditions, to inspect wells, perform
tests and examine records required to be maintained under any provisions of this article.
