The parish president may, and upon favorable vote of the parish council shall, employ
experts and consultants for such technical assistance as may be required or deemed
necessary in order to secure appropriate facts and information and to make recommendations
relevant to the preventive or remedial steps which may be required to protect existing
ground water levels, the prevention of depletion and effects thereof, with particular
emphasis on the environmental conditions which may be causing a serious adverse impact
on aquifers within the parish.
