§ 2-114. Agenda for regular and special meetings.

  • (a)

    At all regular meetings, the parish counsel shall operate from a written agenda which shall be published in the official journal of the parish government at least two days prior to the meeting. The published agenda may be amended at the meeting upon the favorable vote of two-thirds of the total authorized parish council membership but only then for routine administrative matters which develop between the time the agenda was submitted for publication and the scheduled meeting.

    (b)

    All special meetings or emergency meetings of the parish council shall also operate from a written agenda. The agenda for a special or emergency meeting shall be made available to the public as soon as practical and prior to the meeting. The written agenda for the special or emergency meeting shall not be amended except upon favorable vote of two-thirds of the total authorized parish council membership but only then in the case of extreme emergency directly affecting life or substantial property interest.

    (c)

    The clerk of the council shall prepare the written agenda and cause the same to be duly published and posted as notice to the public, all as required by law.

    (d)

    Each agenda of the council shall include the following items:

    Call to order

    (2)

    Invocation

    (3)

    Pledge of allegiance

    (4)

    Roll call

    (5)

    Adoption of previous minutes

    (6)

    Public input

    (7)

    Parish president's report

    (8)

    Beer, wine and liquor permit requests

    (9)

    Legal matters for discussion

    (10)

    Councilmen's privileges

    (11)

    Adjourn

    (e)

    Any other item added to the agenda must be sponsored by one or more parish councilmen and/or the parish president. The councilman and/or councilmen and/or the parish president sponsoring the agenda item shall have his/her/their name noted as sponsor on the agenda item. The above and foregoing notwithstanding, nothing contained herein shall obligate a sponsoring councilman and/or councilmen and/or the parish president to support any resolution and/or ordinance introduced pursuant to or under such an agenda item.

    (f)

    Additionally, the parish council can add agenda items to future regular and/or special meetings by an affirmative vote of a majority of the total membership of the council by resolution during a meeting either during public input, councilman's privileges or otherwise.

    (g)

    Other than as set forth herein, no person, firm, partnership, corporation, public or private entity shall be entitled to add an item to the agenda of the council. The public must contact a member or members of their choice of the council to seek a sponsor to add an item to the agenda. The public may request that an item may be added to the next agenda during regular public input. While the public can discuss problems and/or present views to the council, no discussion will take place if the item has not first been placed on the agenda of the council under the rules set forth.
