§ 3-46. Definitions.
The following words, terms and phrases, when used in this division, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Interstate system means that portion of the national system of interstate and/or defense highways located within the parish as officially designated, or as may hereafter be so designated, by the Department of Transportation and Development and approved by the Secretary of Commerce pursuant to the provisions of Title 23, United States Code.
Off-premises outdoor advertising means any outdoor sign, display, figure, painting, drawing, message, plaque, poster, billboard or any other thing which is designed, intended or used to advertise or inform, any part of which advertising or information content is visible from any place on the main travelway of the interstate system or any thoroughfare in the parish. The term "off-premises outdoor advertising" does not include signs advertising or identifying on-premises activities, and such on-premises advertising or identifying structures shall not be considered outdoor advertising structures for any purpose of this division.
Panel means that portion of a sign face which includes the art work, message, border and trim.
Sign means all portions of outdoor advertising media including structures or supports, sign faces, trims and borders.
Sign face means that part of a sign including any border and trim, facing traffic moving in one direction, and built on one structure. For the purpose of this division, a sign face may include not more than one panel to a face.
Thoroughfare means any street, expressway, freeway or highway in Tangipahoa Parish.
